HUMAN RESOURCE MANAGEMENT AND ORGANIZATIONAL EFFECTIVENESS IN PUBLIC INSTITUTIONS (A STUDY OF COLLEGE OF EDUCATION, AFAHA NSIT GOVERNMENT AREA)
1.1 BACKGROUND OF THE STUDY
In today’s world, global competition in knowledge economy has become the hallmark for the access of most organizations. This has come to increase the reliance of most employers on the quality of people they hire to achieve the organizations’ goals and objectives. All researchers and practitioners are aware of the advantages and disadvantages of a competitive work environment and try to find ways for adapting to competitive conditions by ensuring that right human capital are attracted to the work place. These efforts have mostly focused on human resource management practices in the last two decades especially with the emergence of strategic human resource management approach.
This development stimulated interests in human resource management practices in organizations. Corporate executives in the public and private sector organizations came to realize that indeed human resource is the very necessary and essential resource that energizes all other material and financial resources to enable the organization achieve its objectives. However, despite its centrality in organizational life, as people-management activity and its evident impacts on organizational performance and competitiveness, many organizations in Nigeria are yet to integrate its functions into their systems, Adebayo (2002). None of the three arms of governance in the country is an exception.
In educational sector, human resource management is needed to implement as one of the organizational goals. Human resources management will help the organization to be able to forecast for future human resources. Human resources management help in the area of making goods organizational policies terms of recruitment, selection, placement, training and development i.e. helping the organization to get skilled and competence people needed in the organization and placing them at the right place and at the right time in the organization which can help to give rise to increase in the organizational productivity and organizational effectiveness
