The study examined the relationship between quality assurance and the implementation of UBE programme in Ikot Ekpene Senatorial District. The population of the study consisted of all teachers in public secondary schools in Ikot Ekpene LEC totaling 2425. The cluster sampling technique was used in drawing the sample of 200 respondents for the study. Data collection was done with the use of two researcher- developed instruments, Quality Assurance and Implementation of UBE Questionnaire (QAIUQ) and Implementation of UBE questionnaire (IUQ). Three research questions were answered using mean and standard deviation while the three null hypotheses formulated were tested at 0.05 alpha level using Pearson Product Moment Correlation (PPMC) All the hypotheses were rejected implying significant relationship between quality assurance variables (staff training and development programmes, conducive learning environment and adequate supervision) and implementation of UBE programme. On the basis of these findings, it was concluded that UBE programme in Akwa Ibom State is not effectively implemented due to quality assurance problem. It was recommended among other things that government should adequately plan for the UBE by involving teachers in policy planning, getting accurate date and statistics on human and material resources needed and by providing adequate funds for its implementation.
