THE ROLE OF LOCAL GOVERNMENT IN THE DEVELOPMENT OF RURAL AREAS IN NIGERIA (A CASE STUDY OF ELEME LOCAL GOVERNMENT COUNCIL)
Local government at a local level established by an act of parliament or status, decree or edit, charged with administrative and executive duties on matters concerning the inhabitants of a particular district and given the powers to make bylaws for their purposes. Nigeria has experimented with different systems of local government since the amalgamation of the northern and southern parts of the country in 1914. It is obvious that, the development of the rural areas is one of the major responsibilities of the administrational functions of a local government council but in most cases, some of local councils do not perform to the expectation or to the tax of which it was established or created, hence, the research was conducted to identify those problems affecting the local government council from delivering their function and roles effectively. Proper study have been conducted and the facts have been found out that due to inadequate supply of funds and poor state of allocations from the state and federal government councils were not able to carry out their developmental functions effectively and secondly, it was also realized that, due to personal interest of the top council officials, state and federal representatives, political godfathers/parties are also major problems of local government administration in Eleme local government and Nigeria at large. On the other hand the researcher recommended certain measures that could be used settle the problems of local government roles in Eleme local government area. In order to achieve these facts, the researcher uses two methods of data collections, which is the primary and secondary data on the primary data, the researcher applied personal interview and also administered questionnaires to the staff and management of Eleme local government council were hey filled and returned their copies of questionnaire to the researcher. To the use of table were applied for the purpose of clarity and understanding the work. The random sampling techniques were applied for the administration of questionnaires to the respondents.
